The Idaho Health Facilities Authority, through its Rural Health Care Support Program, provides subsidies to Idaho health care providers in need of consulting services. Eligible services include financial analysis, board development, organizational development, strategic and capital planning, and readiness review for CMS audits.

Subsidies are also available to help offset the cost of bond counsel services for Authority financings of $10 million or less.

The purpose and intent of the Rural Health Care Support Program is to help maintain a stable health care environment in rural Idaho. Technical assistance subsidies are typically reserved for “transformational” consulting services aimed at solving specific problems, rather than recurring services obtained in the normal course of business.

Eligibility

Public and nonprofit hospitals and other health care organizations which otherwise qualify for Authority financing are eligible for support under this program, provided they are organized as one of the following –

  • Critical Access Hospital (CAH)
  • Rural Emergency Hospital (REH)
  • Federally Qualified Health Center (FQHC)
  • Similar entities on case-by-case basis

Subsidies

  • Up to 50% of the cost of qualifying consulting services or bond counsel fees
  • Up to $1,000 for CMS audit readiness reviews
  • Maximum $20,000 support per beneficiary per Authority fiscal year (ends 8/31)
  • Support is subject to availability of funds as determined annually by the Authority members
